Faith- and Character-Based Correctional Initiative

The Faith- and Character-Based Correctional Initiative is an innovative effort to reduce recidivism and disciplinary infractions in correctional institutions by offering character-based programming in a positive environment to inmates committed to inner transformation. This initiative offers inmates a variety of activities and classes (both religious and secular) focused on personal growth and character development. The religious preference of the inmate is not one of the eligibility criteria for inmate participation.

Without additional cost to the state, this program employs residential clustering to encourage a sense of community among enrolled inmates. Citizen volunteers are utilized to mentor inmates and volunteers teach inmates in an open public forum. Volunteer programming is rich with positive reinforcement designed to help inmates take well-defined steps toward mature and responsible living.

The exciting news is this is already working. As an example, we are starting to see lower disciplinary rates for enrolled inmates.

The Department added two introductory steps to the program to improve inmate readiness for the Faith- and Character-Based Correctional Initiative and to get motivated inmates involved as early as possible.

Phase 1 begins with the distribution of an orientation and personal growth Workbook.  Every interested inmate can begin learning helpful material immediately by completing a workbook.  The Workbook is an introduction to many topics that will be repeated in more detail later in the FCB program.  This phase is completed at the inmate’s assigned institution.

Marion CIIn Phase 2 - Inmates who have successfully completed Phase 1 are moved to a phase 2 institution.  Marion CI currently serves as a preparatory institution for the Faith- and Character-Based Institutions This is an institution that has numerous faith and character program offerings but is not designated as a FCB Institution.  During an approximate 90 day stay inmates are required to complete one FCB program. 

Currently, there are four Faith- and Character-Based Institutions (FCBIs) and seven facilities with Faith-Based/Self-Improvement Dorms (FB/SIDs). Combined, these two programs total 4,855 beds from the following facilities:

Listed below are examples of programs (courses of studies) that are provided by secular and religious organizations and individual volunteers. Because of the diversity of these groups, FCBIs and FB/SIDs offer different courses, but within broadly similar categories of study.
