Security and Institutional Management

GOAL SEVEN

Foster staff attitudes and actions that demonstrate
professionalism and encourage an atmosphere that
promotes the positive opportunities for self
development of the female offender.

Objectives:
7.1 On an unscheduled basis, monitor the scheduling of female officers assigned to work in the dorms when most of the female offenders shower and dress (i.e. two hours in the morning and two hours in the evening). Compliance will be monitored by the Compliance Monitoring Report (CMR). (See Appendix II) This standard has been mandated by the Director of the Office of Institutions. (See Appendix IV).

7.2 By February 16, 2000, establish operational procedures for security intervention for female offenders during normal labor and delivery and the immediate postpartum period. This plan should ensure that restraints such as shackles and handcuffs do not interfere with the need for unrestricted movement during labor and delivery and the immediate postpartum period. Compliance will be monitored by the Compliance Monitoring Report (CMR). (See Appendix II)

7.3 By December 15, 2000, expand the system-wide socio-cultural database (visitor CDC screen) on the female offender and her family/community support system to include, but not be limited to: age, gender, race, city and county of residence of all children and caretakers (family member, friend, or foster care). Develop a procedure to update this information. Compliance will be monitored by the Compliance Monitoring Report (CMR). (See Appendix II)

7.4 By November 29, 1999, in compliance with Section 944.8031 of the Florida Statutes, identify improvements for the institutions'/facilities' visiting rooms and parks. Provide "minimal equipment and supplies which assist staff and visitors in managing and occupying the time and meeting the needs of children and youth visitors" as well as establish a protocol for maintenance, sanitation and use of the area and equipment. Compliance will be monitored by the Compliance Monitoring Report (CMR). (See Appendix II)

  • Estimated Fiscal Impact: TBD by institutional need and funded through the Inmate Welfare Fund
7.5 By May 17, 2000, develop a plan for piloting a computer-based, video conferencing visitation program to enable children and/or families of female offenders to interact on a more frequent basis. Compliance will be monitored by the Compliance Monitoring Report (CMR). (See Appendix II)

7.6 By October 15, 1999, relocate the female offenders housed at Jefferson Correctional Institution to a comparable facility in the southern region of the state in order that female offenders have more frequent contact with their families and children. Compliance will be monitored by the Compliance Monitoring Report (CMR). (See Appendix II)
