The department is requesting additional funding as a result of the projected Criminal Justice Estimating Conference increase in average daily population and need for additional bed space (2,897 beds by September 2008).
Current estimates and projected phase-in of facilities indicate that population increases will largely be incurred by new private beds. Therefore, this request is limited to 53 positions required for 530 department operated beds scheduled to open in June and August of 2008. This request also includes non-recurring funding required for the start-up of those beds ($330 per bed).
As the Criminal Justice Estimating Conference only projects total increases to inmate population and does not provide specifics as to whether the additional inmates will be male, female, youthful, etc. the department requests that this issue be appropriated in a lump sum category. When necessary, the department will submit a budget request to transfer appropriation from lump sum to the appropriate budget entity.
