Due to a shortage of mental health inpatient beds, expected to be exacerbated by projected inmate growth over the next few years, the department opened a transitional care unit (TCU) at Dade CI. In order to make the TCU beds available as soon as possible, initial staffing was accomplished by temporarily borrowing 70 support positions from other facilities statewide.

The FY 2006-07 General Appropriations Act restored 40 of the borrowed positions. This issue requests restoration of the remaining 30 positions so that they may be returned to the original institutions. The FY 2006-07 appropriations restoring the 40 positions included salaries and salary incentive only. Therefore, this issue includes recurring expenses and human resource fees transferred to DMS for the 40 positions.
