Transfer Inmate Bank Fees from Administrative Trust Fund to General Revenue
The department's General Revenue budget in the Department Administration program was reduced $5,320,080 in FY 2004-05 in anticipation of the department collecting this amount through charging inmates an administrative processing fee for the handling of their inmate bank accounts. This was based on charging inmates $6 a month, regardless of whether they had money in their account or not. This was successfully challenged by groups representing inmates and their families and the bank fee instead is now based on inmate bank activity. In FY 2006-07, the Department Administration program reduction is $5,613,128 through pay packages and other EOG actions. However, the department is only projected to collect $968,389 million this fiscal year, leaving a deficit of $4,644,739.
