In order to fund the current number of contracted residential substance abuse treatment beds for probationers at 89%, the department is requesting $3,146,643 in general revenue funding in the contract drug treatment category.
To reduce recidivism among its supervised population, the department provides secure and non-secure treatment programs. These treatment programs are designed to divert offenders, who have a substance abuse problem and are under the supervision of the department, from the state prison system. These programs consist of intensive treatment components followed by an employment/re-entry component. Offenders must be court ordered to participate in and complete the program.
In FY 2006-07, the department was appropriated $27,215,492, of which $1,635,000 is non-recurring, to fund 1,896 contracted residential substance abuse treatment beds. Consequently, the funding only provided for 87.6% bed occupancy.
