The department is requesting funds to implement improvements to the current Offender Based Information System (OBIS) as recommended by the MGT report. The legacy service known as OBIS is twenty-five years old and in need of modernization. The department is planning the following improvements to the current offender database systems:
Options include a complete rewrite in a relational database application, modification of the existing system to include graphical interfaces to a relational database or the acquisition of proprietary software designed for correctional systems.
The above statements are based on professional judgment and assume a phased project covering three fiscal years. The cost and strategies are subject to change based on the results of the legislatively mandated feasibility study. Based on this information the final request amount is pending the outcome of the study and therefore is considered to be a multi-year project requiring additional appropriation in subsequent fiscal years.
