The department requests funding for Information Technology positions for new construction at Columbia Annex, Lowell Annex and Santa Rosa Annex. These positions are needed to provide maintenance and support to desktop computers, the local area network and to assist with the application support.

The department requests funding for security support positions for new dorms being added at Calhoun Correctional Institution, Columbia Annex, Gainesville Correctional Institution, Lowell Correctional Institution, Lowell Annex, Mayo Correctional Institution, Santa Rosa Annex and Washington Annex.

The addition of capacity at these facilities will impact the ability of existing support staff to ensure a safe, secure environment for visitors, staff and inmates. Security staffing at department facilities is determined through the use of post charts. Post charts are a staffing plan that depicts all post assignments, the duration and frequency necessary for each post assignment and the number of staff necessary to provide relief for those posts where the staffing requirement exceeds the work week of an individual officer (24 hour 7 day posts). Examples of assignments other than housing security include control room, visitation, medical escort, transportation, internal/perimeter security, property, movement control, works squads, etc.

The use of post charts ensures inmate to staff ratios that are consistent for each institution's mission, type of inmates housed, configuration of infrastructure, etc. Current post charts for these facilities provide staffing levels for a fixed number of dorms and will not provide an adequate amount of security officer support staff once the additional dorms are open.

Additional maintenance support positions are requested for Calhoun, Columbia, Gainesville, Mayo, Santa Rosa and Washington. These positions are necessary to maintain the additional physical plant infrastructure of the facilities. These positions will allow the department to utilize inmate labor for repair and maintenance activities, thereby avoiding costly outside contractors.

This issue also includes a request for a Correctional Officer Inspector position for Washington Annex. This position was inadvertently omitted in the original support request for this facility. This position is necessary to handle the additional investigative workload added by the annex.

The department is authorized to budget certain professional health care positions at midpoint due to recruitment and retention issues. Positions requested will provide support in the area of Health Services.
