The Bureau of Facilities Services provides management for the department's construction, engineering, and maintenance programs. More specifically, this bureau manages the construction of new institutions, annexes, work camps, and buildings by both outside contractors and inmate laborers; designs new institutions and buildings using in-house architects and engineers; coordinates environmental permitting and site design for new institutions and renews existing environmental permits; selects sites for new institutions; coordinates the design and operations of the department's wastewater, water treatment facilities, preventive maintenance and energy conservation programs; oversees the repair and renovation of existing facilities using inmate labor; assists institutions and service centers regarding construction and maintenance issues; and provides construction services to other state agencies.

Accomplishments in FY 1998-99

  • Continued the replacement of existing doors and locks with new cell grade sliding door locking devices and door controls. This enhancement will provide a higher level of security for 2,400 cells.

  • Started construction of new secure housing units at the Columbia annex. These units are designed to reduce construction costs, yet will accommodate the highest security level with 120 two-man cells. This will significantly reduce the cost per bed from previous designs.

  • Continued working with outside agencies, including the Department of Juvenile Justice and Department of General Services, to construct and renovate some of their facilities using inmate labor. These projects reduce costs and provide work and training for inmates.
