Current statutes require the Department of Corrections to implement two major plans. The Agency Strategic Plan (ASP) is a five-year plan that is updated annually (186.021, F.S.) and addresses assigned State Comprehensive Plan (SCP) goals and policies.
The second plan is the Comprehensive Correctional Master Plan (CMP) that is also a five-year plan, updated annually (944.023, F.S.). The CMP addresses classification of inmates, vocational and academic training, short-term confinement of offenders, alternatives to incarceration, prison construction projections, and an analysis of correctional trends.
In 1991 the department embarked upon its strategic planning initiative. As this initiative matured, it became obvious the ASP and the CMP overlapped in intent and content. The publication of the department's first ASP in December 1992 merged the two plans into a single document satisfying all applicable statutory requirements.
