Total participation rate at all institutions for the three-month study of July-September, 2001 was 38%.

Female and Youthful Offender institutions averaged 59% of their inmates participating. This is more than 20 percentage points higher than the State average.

Smaller institutions with a Chaplain to inmate ratio of under 1/500 had the highest participation rate at 66%.
