Then and Now

This issue of the Compass features the end of the era of the Rock. Though I had no personal experience in that Florida prison, every state has one very much like it.

The dark crowded cells, pipe alleys and courtyards of The Rock were deadly for officers and inmates. At the height of its reputation inmates were housed 16 or more to a cell meant for six. And if you don't think things have changed, note that in those days the only inmates in one man cells were those without disciplinary problems!

Over 2000 corrections officers in class A dress uniform and attitude converged on the Capitol for Correctional Unity Day (March 4, 1999). They applauded Secretary Moore's appearance.

A lawsuit over prison conditions forced the closure of the Rock in 1985. Since that time, corrections in Florida has become increasingly efficient and professional. I intend to make more improvements. Florida's prisons are going to be the country's toughest, safest, most effective, and humane.

We are emphasizing the impact of crime on victims and with the addition of a statewide and national toll free phone number for victims, that issue will be constantly before the public.

We are also going to make sure inmates receive drug rehabilitation and education. Inmates are going to learn how to work. Corrections is the business of changing behavior.

We are moving toward more stringent control of violent offenders and a standardization of prison operations throughout the system.

The Florida Senate confirmed my appointment as Secretary of Corrections on March 2, 1999. Two days later I found myself back in the Capitol courtyard full of corrections officers and correction probation officers. I was moved by the sight and appreciated their show of support for me as I know the officers appreciated my support of them. I have never forgotten what the cell block is like and what dangers await us there. Safety is our primary concern. Officers deserve decent pay and decent working conditions. These are my priorities.
