This section looks at offenders who absconded from supervision based upon the fiscal year of their placement. An absconder is someone who flees supervision/monitoring, whose whereabouts are unknown and for whom the judge has issued an arrest warrant for a violation of supervision.
Table 4A: Placements in FY 1998-99 who Absconded, Outcomes through 1 Year
- Of the 2,882 offenders who absconded within one year of placement, 62.0% were apprehended.
- Of those apprehended, 66.5% were subsequently revoked.
- Only 18.6% were able to return to active status.
- 16.7% of Radio Frequency (RF) absconders who were apprehended were placed on GPS - a more stringent form of monitoring.
Chart 4A: Placements on Community Control in FY1998-99 Who Absconded within 1 Year
- Of the community controlees who absconded, over three-quarters (75.5%) were male; and over half (54.5%) were white.
- The percentage of community control sex offenders who absconded was almost negligible (1.5%).
- The majority of community controlees who absconded (44.4%) had been convicted of a drug offense.
Chart 4B: Placements on Radio Frequency (RF) in FY1998-99 Who Absconded within 1 Year
- Of the offenders being monitored by Radio Frequency (RF) who absconded, over three-quarters (75.5%) were male; 48.7% were white and 48.1% were black.
- Slightly over one-tenth (10.9%) of those who absconded while being monitored by Radio Frequency (RF) were sex offenders.
- Two-thirds of the offenders being monitored by Radio Frequency (RF) who absconded were on supervision for either a drug (35.9%) or violent (30.1%) offense.

- Of the 2,724 offenders who absconder within two years of placement, 77.9% were apprehended.
- Of those apprehended, 83.9% were subsequently revoked.
- Only 5.0% were able to return to successfully complete their supervision / monitoring.
Chart 4C: Placements on Community Control in FY1997-98 Who Absconded within 2 Years
- Of the community controlees who absconded, over three-quarters (76.2%) were male; and over half (56.0%) were white.
- The percentage of community control sex offenders who absconded was almost negligible (1.5%).
- Over three-quarters of community controlees who absconded had been convicted of a drug offense (39.7%) or a property crime (37.6%).

- Of the offenders being monitored by Radio Frequency (RF) who absconded, over three-quarters (75.4%) were male; Over half (57.9%) were white.
- Slightly over one-tenth (11.4%) of those who absconded while being monitored by Radio Frequency (RF) were sex offenders.
- Almost two-thirds of the offenders being monitored by Radio Frequency (RF) who absconded were on supervision for either a property (33.3%) or violent (31.6%) offense.
