Executive Summary

This report primarily covers FY2007-08 with some historical data provided for the time period from July 1, 1993, through June 30, 2008. Data are reported in 2 sections: demographics and workload. Each section includes an executive summary and sub-sections on each supervision/monitoring type. 

Salient points concerning the demographic breakdown of program participants by gender, race and age for new placements in Fiscal Year 2007-08 are as follows:

  • Table 1A: The ratio of male offenders to female offenders is greatest for Global Positioning Satellite (GPS) monitoring (93.4% male).   Female offenders were more likely to be placed on RF (18.2% of total offenders) than GPS (6.6% of total offenders).
  • Table 1B: Black offenders comprised just slightly more than one-third of placements on RF monitoring (34.2%) and GPS monitoring (34.5%).
  • Table 1C: The 18-24 age group comprised the largest percentage of placements on RF monitoring (34.9%). The 45 or older age group comprised the largest percentage of placements on GPS monitoring (27.6%).
  • Table 1D: Offenders placed for a burglary offense comprised the largest group for RF monitoring (18.2%). Offenders placed for sexual offenses comprised the largest group for GPS monitoring (44.0%).
  • Chart 1A: Offenders placed on RF monitoring are mostly property offenders (30.1%) and the majority of those placed on GPS are sex offenders (44.0%).
  • Table 1E: Over one-third (39.5%) of offenders placed on GPS monitoring are JLA (Jessica Lunsford Act) sex offenders compared to 7.8% on RF monitoring.
  • Table 1F: As number of offenders placed on RF monitoring has steadily decreased since FY 2003-04 from 628 to 269 in FY 2007-08, the number of offenders placed on GPS has increased from 1,100 in FY 2004-05 to 2,860 in FY 2007-08..
  • Chart 1B: The total number of monitoring placements in FY 2007-08 has increased by 28.3% from FY 2006-07. GPS placements make up over ninety percent (91.4%) of the total placements in FY 2007-08.
