Inmate Profile Summary

This County Detention Facilities Summary provides a monthly profile of Florida's detention facility inmate populations. Monthly Average Daily Population (ADP) figures include male, female, adult and juvenile inmates.

These population figures are arranged into felony, misdemeanor and "other" subcategories in Table 1. "Other" includes the number of parole violators, state inmates, undocumented aliens, holdings for other jurisdictions and individuals detained under the Baker (mental health) and Myers (alcoholism) Acts. Within felony and misdemeanor subcategories, the number of inmates sentenced, held for trial or sentencing, and those detained or sentenced for violation of probation are listed.

Table 2 features the Average Daily Population and incarceration rate in each county. Table 3 lists the number and percent of felony and misdemeanor pretrial inmates at each detention facility.

The Jail Population Summary (Table 4) lists detention center totals for the year to date.

Average Daily Population

On average, there were 58,002 inmates in Florida's county detention facilities during the month of June 2004. The statewide average daily (ADP) totals include 49,627 adult males (85.6%), 7,838 adult females (13.5%), 516 juvenile males (0.9%) and 21 juvenile females (0.0%). The overall distribution of male and female inmates has remained constant in county detention facilities for the past several years. The following provides an analysis of the inmate population for June 2004:

• 73.0% of the total inmate population was incarcerated for felony offenses, while 21.0% were detained for misdemeanor crimes. All others confined amounted to 6.0% of the total population.



• Juveniles accounted for only 537 or 0.9% of the overall inmate population, with the majority (516) being male. Most juveniles (98.9%) were charged with felonies.



• The majority (86.5% or 50,143) of those incarcerated in county detention facilities in June 2004 were male.



• Offenders held for trial represented 54.5% of the inmate population.

Incarceration Rates

In June 2004, the statewide county detention incarceration rate was 3.4 per 1,000 county residents based on the population estimates for April 1, 2003. The county population estimates are provided by the Office of Economic and Demographic Research of the Florida Legislature. Incarceration rates ranged from a low of 1.8 in Gilchrist County, to a high of 8.9 in Wakulla and Franklin Counties. Other counties may be experiencing high incarceration rates due to the contracting of bed space for federal inmates.

Pretrial Population Levels

During the month of June 2004, 31,591 of the inmates housed in county detention facilities were classified as "Awaiting Trial." Of these, 25,784 offenders (81.6%) were awaiting trial for felony offenses while 5,807 (18.4%) were detained for misdemeanor violations. Of the 62 counties reporting, 35 had over half of their inmates awaiting trial.

Notes: The numbers in this report do not include the following facilities: Bradford County Jail, Monroe County Jail (Main facility), Okeechobee County Jail, Sumter County Jail, and Walton County Jail.
