Inmate Profile Summary

This County Detention Facilities Summary provides a monthly profile of Florida's detention facility inmate populations. Monthly Average Daily Population (ADP) figures include male, female, adult and juvenile inmates.

These population figures are arranged into felony, misdemeanor and "other" subcategories in Table 1. "Other" includes the number of parole violators, state inmates, undocumented aliens, holdings for other jurisdictions and individuals detained under the Baker (mental health) and Myers (alcoholism) Acts. Within felony and misdemeanor subcategories, the number of inmates sentenced, held for trial or sentencing, and those detained or sentenced for violation of probation are listed.

Table 2 features the Average Daily Population and incarceration rate in each county. Table 3 lists the number and percent of felony and misdemeanor pretrial inmates at each detention facility.

The Jail Population Summary (Table 4) lists detention center totals for the year to date.

Average Daily Population

On average, there were 51,786 inmates in Florida's county detention facilities during the month of February 2006. The statewide average daily (ADP) totals include 44,545 adult males (86.0%), 6,732 adult females (13.0%), 432 juvenile males (0.8%) and 77 juvenile females (0.1%). The overall distribution of male and female inmates has remained constant in county detention facilities for the past several years. The following provides an analysis of the inmate population for February 2006:

• 75.7% of the total inmate population was incarcerated for felony offenses, while 18.5% were detained for misdemeanor crimes. All others confined amounted to 5.8% of the total population.

• Juveniles accounted for only 509 or 1.0% of the overall inmate population, with the majority (432) being male. Most juveniles (98.8%) were charged with felonies.

• The majority (86.9% or 44,977) of those incarcerated in county detention facilities in February 2006 were male.

• Offenders held for trial represented 59.6% of the inmate population.

Incarceration Rates

In February 2006, the statewide county detention incarceration rate was 3.4 per 1,000 county residents based on the population estimates for April 1, 2004. The county population estimates are provided by the Office of Economic and Demographic Research of the Florida Legislature. Incarceration rates ranged from a low of 1.5 in Union County, to a high of 12.4 in Wakulla County. Other counties may be experiencing high incarceration rates due to the contracting of bed space for federal inmates.

Pretrial Population Levels

During the month of February 2006, 30,860 of the inmates housed in county detention facilities were classified as “Awaiting Trial.” Of these, 25,844 offenders (83.7%) were awaiting trial for felony offenses while 5,016 (16.3%) were detained for misdemeanor violations. Of the 61 counties reporting, 54.1% had over half of their inmates awaiting trial.

Notes: The following facilities did not report: Sumter County Jail and Putnam County Jail.

The following facilities did not report due to technical difficulties: Desoto County Jail, Orange County Jail (both), Pinellas County Jail (all), and St. Lucie County Jail.
