The department has a very large physical plant with the majority of the facilities being twenty years or older in age. Major plant components such as the infrastructure for utilities, which include electrical, gas, water, and wastewater systems, are in critical need of repair or replacement. Numerous inmate housing units and support buildings need major repair or renovations to the roof, electrical, plumbing and HVAC systems. The department is also requesting funds for the paving of perimeter roads and parking lots at a number of facilities.

The department has not received security enhancement funding since July 2001 and now has a number of security systems in critical need of replacement. The department requests funding for perimeter security enhancements. These systems include micro-wave and micro-phonic fence detection, security cameras, perimeter and compound lighting, compound perimeter and cross fencing, replacement of razor wire, electric locks, security windows and doors and officer ballistic vests. The department also requests funding for the replacement of the current local (yard) radio systems at all institutions, annexes, work camps and road prisons. Many of the radio systems are no longer manufactured and others are beyond reasonable repair. The provision for 800 megahertz radio systems is vitally important to insure dependable radio communications now and in the future. Current systems are plagued by numerous "dead spots" and communication failures jeopardize security of the facility, staff and public safety.
