The department is requesting funding to upgrade the radiology equipment at the Reception and Medical Center (RMC) Hospital. The present equipment is over 18 years old and the general life expectancy of radiology equipment is 7-10 years.

RMC Hospital is experiencing severe problems maintaining present equipment. Replacement parts can no longer be obtained for the equipment. The department maintains a contract with Lake Butler Hospital as a back-up to perform basic X-rays only. An equipment failure would result in utilization of community providers at substantially higher cost plus the additional security costs required to transport the inmates to community providers.

The department estimates that the additional cost resulting from utilizing radiology services from community providers would be approximately $2.6 million. During FY 2005-06, the department completed 18,310 procedures, averaging approximately 70 procedures per day. Transporting this number of inmates into the community on a daily basis would require a minimum of 30 additional transport officers, resulting in a projected annual cost of $1,362,510 for salaries and benefits.

Therefore, the estimated cost avoidance from providing radiology services at RMC Hospital is approximately $4 million annually. The actual cost of failing to provide these services would be considerably higher since RMC Hospital could not remain a licensed hospital without providing such services.
