The 2005 Legislature reduced general revenue funding by $1.4 million (with a corresponding increase in the Correctional Work Program Trust Fund) in anticipation of revenue collected from state agencies, community colleges and universities for previously free inmate work squads. The department's attempt to charge the respective entities for these services has been met with opposition. Accordingly, the department has only invoiced $346,015 based upon current contracts to date.

Lack of collection of sufficient revenue to support the work squad positions has forced the department to hold a certain amount vacant to ensure the solvency of the trust fund. Restoration of funding in general revenue will allow more squads to return to service, thereby, assisting the department in its goal of reducing inmate idleness by providing additional work assignments and allowing inmates to make a positive contribution to communities.
