Based on recent energy reports, the department has experienced an exponential increase in utility expenditures solely attributable to increases in cost per unit consumed of electricity, natural gas, propane and water. The department received additional appropriation in FY 2006-07 that partially offset the price level increases. This issue requests the balance.
