The department has a very large physical plant with the majority of the facilities being twenty years or older. Major plant components such as the infrastructure for utilities (which includes electrical, gas, water, and wastewater systems) are in critical need of repair or replacement. Numerous inmate housing units and support buildings need major repair or renovations to roof, electrical, plumbing and ventilation (HVAC) systems. The department is also requesting funds for paving of perimeter roads and parking lots at a number of facilities.
