The 2007 Legislature approved a phased approach to reengineering and implementing a new system as proposed in the Offender Based Information Systems (OBIS) Feasibility Study submitted during the 2007 Legislative Session. Funding was approved for the department to enter into the next phase which includes: conducting a business process analysis and potential reengineering; performing a market analysis of products; defining complete specifications based on the process analysis and reengineering; conducting a gap analysis to define the gaps between product capabilities and the Department of Corrections’ specifications; and finally, product selection during Fiscal Year 2007-08.
In Fiscal Year 2008-09, the department will require funding to proceed with the first year of the implementation phase of the reengineered solution including software licensing and hardware components, as well as consulting and/or staff augmentation to assist in the implementation. The first year of implementation is estimated at approximately $2,500,000 of the original estimated maximum of $60,000,000 for the multi-year OBIS replacement project.
