In order to bring salaries for the department's clinical staff more in line with the current market, the department is requesting that all clinical health services staff be compensated at or above the median of the pay range. This request is viewed as a first and necessary step in reversing the high staff turnover rates that have led to an increased use of temporary employees and contracted services. The department loses candidates to both the private sector and other state agencies due to the inability to offer competitive salaries.
In addition, the department proposes to begin offering midpoint salaries to all new hires. Without the ability to offer more competitive salaries to new employees, the department will not be able to fill the vacant positions and maintain health services at appropriate levels.
