Jail Bed programs normally last less than one year. Between July 1, 1994 and June 30, 1998, 1415 offenders had been released from the Jail facilities. About 87.2% (1234) had successfully completed a program, 77 (5.4%) had failed to complete the program, and 104 (7.3%) were terminated for medical or administrative reasons. Rates of program completion vary from a low of 72% to a high of 96.5% among the 7 facilities.

Across all facilities, 340 of these offenders (24%) had been recommitted to state prison by June 30, 1998. Some 233 (16.4%) had been returned to some form of community supervision, while 842 (59.5%) had no recommitment. Recommitment rates increase over time, particularly during the second year. But after two years, over 46% had no recommitments to supervision or prison.

Among offenders who successfully complete programs, 62.3% have no recommitment, and 78.9% have no recommitment to state prison. Facilities vary from 40.2% to 77.4% in the proportion of successful program completers with no recommitments. Recommitments to prison increase between the first and second year, from 3% to 26.4%. Recommitments to supervision also increase over time. After two years, 48.3% have had no recommitments to prison or supervision.

Successful program completion rates vary little by age. Among those age 19 or less, 90.5% successfully completed programs, while 87% of those age 35-39 and 88.9% of those age 40-44 did so. Recommitments vary somewhat by age. Among 19 year olds and under, 33.7% have been recommitted to state prison, compared to 23.4% of those age 35-39 and 11.7% of those age45-49.

Jail programs have served 1356 males and 192 females, 802 white offenders, 737 black offenders, and 9 of other ethnic categories. A total of 1548 offenders have been served by these facilities.

The average time to successful program completion is 147 days, and the average time to program failure is 111 days. The variation by facility in average time to program completion is from 101 days to 299 days.
