Part I Introductory Statistics

FACT: There were 99,754 Punishment Code scoresheets with offense dates on or after October 1, 1998 with sentencing dates during FY2001-02 entered into the sentencing scoresheet database, as of September 6, 2002.

FINDINGS:

  • The number of Code scoresheets received by month of sentence fluctuated from a high of 9,900 to a low of 6,400 from July 1, 2001 to June 30, 2002 (Figure 1).

  • For the time period July 2001 through June 2002, Code scoresheets represent over ninety-four percent (94.1%) of the total scoresheet submissions. Beginning in the month of April 2002 and continuing through the end of the fiscal year, more than ninety-five percent of the scoresheets represented sentencing events under the Florida Criminal Punishment Code (Table 2).

  • More than thirty-two percent (32.2%) of the offenders sentenced under the Code were considered "youthful offenders" at the time of sentencing (Table 3). Of the 2,439 true juveniles (under 18 at the time of their offense) transferred to adult court under the Code, 909 of the offenders were age sixteen or younger (Table 4).

  • There were 887 juveniles sentenced under the Code for violent offenses, including, murder/manslaughter, sex offenses, robbery, and other violent personal offenses. These violent offenses represent over thirty-six percent (36.5%) of all offenses of juveniles (Table 4). Of the 887 violent juvenile offenders, 427, or 41.1%, received a state prison sanction (Table 5).

  • · The gender and race distributions of offenders sentenced under the Code are similar to previous years sentencing events. Nearly eighty-one percent (80.8%) of all scoresheets were for male offenders (Table 6), and 56.1% were for white offenders (Table 7).
