Executive Summary: Prevention Tier 1

Prevention (Tier 1) is a 40-hour psycho-educational program which addresses denial and is designed to motivate participants towards more intensive programming and recovery, if appropriate. The program is didactic in nature and designed to be delivered in a classroom setting.

Workload

• During the ten-year period of this report, 8,507 different inmates were enrolled in PREVENTION (TIER 1).
• In comparing program enrollments beginning in FY 2000-01, program enrollments show a significant decrease from previous levels. This decrease reflects the department's shift in emphasis that began in FY 1999-00 from providing prevention services to providing more intensive substance abuse services.

• In FY 2006-07, 12 different inmates participated in PREVENTION (TIER 1) programming.

Outcomes

• For the ten-year period covered, the total success rate was 89.6%.
• Annual program success rates ranged lower (88.1% to 88.4%) from FY 1997-98 to FY 1998- 99 when more inmates were enrolled. Annual program success rates ranged higher (93.6% to 100.0%) from FY 1999-00 to FY 2006-07 when fewer inmates were enrolled.

• The overall success rate for FY 2006-07 was 100.0%.
