Executive Summary: Intensive Outpatient Services (Modality 1)
Intensive Outpatient (Modality 1) services are designed to be four (4) to six (6) months in
length and delivers structured substance abuse program services to inmates with a history of
addictions while still allowing participants to live, work and be maintained in general population.
This program requires a minimum of 12 hours face to face contact with counselor per week per
inmate and generally considered either an AM, PM or evening job/program assignment.

- During the ten-year period covered by this report, 33,488 different inmates participated in
MODALITY 1 programming.
- On June 30, 2007, there were 1,211 inmates enrolled in Modality 1 programming.
- The significant decrease in the number of different inmates that enrolled in Modality 1
programming during FY 2002-03, reflects the full impact of reduced funding for institutional
substance abuse programs that began during FY 2001-02.
- Data for the last three fiscal years reflect the allocation of additional dollars to Modality I
Programming.

- In FY 2006-07, 4,613 different inmates (by location) participated in MODALITY 1
programming.
- Lancaster CI had the greatest number (349) of different inmates enrolled in Modality 1
programming. Walton Work Camp had the smallest number (20).
Outcomes

- Based on a 3-year follow-up after initial program entry, there were 24,643 program exits.
- During the 9-year period covered in this table, there were almost five times as many
successful exits as unsuccessful exits (58.9% vs. 12.3%).

- For FY 2004-05 (2-Year Follow-up), the success rate was 85.8%

- The overall SUCCESS RATE across facilities for FY 2006-07 was 85.9%.
- For FY 2006-07, the Modality 1 program at Marion CI had the highest success rate at 98.5%.
- For FY 2006-07 the majority of outcome events were successful (67.7%).

- For a 2-year follow-up on participation for inmates released during FY 2004-05, program
completers were less likely to be recommitted to prison or supervision than program noncompleters
(35.8% vs. 40.2%).
