Executive Summary: Faith-Based Substance Abuse Transitional Housing Programs

Faith-Based Substance Abuse Transitional Housing Programs (FBTH) assist released inmates by providing substance abuse re-entry and relapse prevention services, transitional housing, and other support services. The program also provides housing, three meals a day, electricity, access to local telephone service, job placement assistance, and other transitional services. The target population for this program is recently released inmates with histories of substance use/abuse problems, particularly those who have completed a Department in-prison or community-based drug treatment program, and are in need of transitional housing and services upon their release from incarceration. Program participants do not have to be under Department supervision to participate. Enrollment in the program is strictly voluntary, however, all enrolled program participants are required to participate in program activities and abide by program rules. Program participants may not be discharged for failure to participate in faith-based components of the program.

• Faith based programs began with only 76 new enrollments in the start-up year of FY 2001-02, and increased in FY 2007-08 to 877. 
• As seen in the June 30th inmates counts for each year, there were 164 offenders in the programs on 6/30/08. 
• Since program start-up, 5,359 different inmates have received services.

• This table shows outcomes based on a three year follow-up after the offender first entered a program of this type.  For FY 2004-05, faith-based transitional housing programs had a 52.0% success rate (successful exits divided by successful and unsuccessful exits.)

• This table shows outcomes based on a two year follow-up after the offender first entered a program of this type.  For FY 2005-06, faith-based transitional housing programs had a 51.5% success rate (successful exits divided by successful and unsuccessful exits).

• In reviewing the outcomes for each program, the success rate varies from 23.7% for LAMB GOD MINISTRIES INC to 80.0% for GOOD NEWS FOS.GRP/MERIDIAN for those programs having at least 20 participants. 
• On average, these programs had a 53.3% success rate with each offender exiting their program during this fiscal year.  Administrative exits averaged 5.4% for the year.

• For a 2-year follow-up on faith-based participants released in FY 2005-06, program completers were less likely to be recommitted to prison or community supervision than non-completers (24.3% vs. 45.0 %).
