Executive Summary

Community Programs Report

This report covers the time period from July 1, 2009 through June 30, 2010. Data are reported in sections by program type. Each section includes an executive summary and sub-sections on workload, program outcomes and recommitment by program type as of June 30, 2010. Although the historical data covered in this time period has been previously reported, this report is intended to supersede The Community Corrections' Residential Offender Programs Report. Improvements in data collection, methodology and reporting format have allowed for the more accurate and complete portrayal of the data.

There is a companion report, titled Substance Abuse Annual Report: Inmate Programs that uses the same format to detail substance abuse programs in state prisons.

Salient points concerning the demographic breakdown of program participants by gender, race and age for new enrollees in FY 2009-10 are as follows:

• Female offenders received the majority of their program services in the Nonsecure (30.2%) and Outpatient (26.4%) programs.
• Probation and Restitution Centers (PRCS) (31.7%) and Outpatient (27.5%) programs served a larger percentage of Black offenders than other programs.
• The eighteen (18) to twenty-four (24) age group comprised the largest percentage of participants in all program types: Nonsecure (35.2%), Secure (36.7 %,) PRCs (48.1%,) Outpatient (32.4%,).

Success rates (excluding administrative exits) three (3) years after initial program entry for Fiscal Year 2006-07:

• Are lowest for Secure Treatment programs (52.1%).
• Are highest for Outpatient Treatment programs (69.2%).

Success rates (excluding administrative exits) by age (at program exit) three (3) years after initial program entry for Fiscal Year 2006-07:

• Older offenders were more successful than younger offenders for most program types. Those aged forty-five (45) and older were the most successful of all releases from Nonsecure (73.9%) Secure (78.2%) and Outpatient (74.8%.)

Two (2) year recommitment rates for successful substance abuse program completers in FY 2007-08:

• Are highest for Nonsecure programs (26.4%).
• Are lowest for Outpatient (12.4%).

Two (2) year recommitment rates for successful program completers in (FY 2007-2008,) by age group:

• In Nonsecure facilities, the age group that was most successful and had the lowest recommitment rate (24.6%) after two (2) years was ages forty-five (45) or older and the highest recommitment rate in Nonsecure facilities was in the age group of forty (40) through forty-four (44) with a (27.9%) recommitment rate.
• In Secure facilities, ages thirty (30) through thirty-four (34) had the lowest recommitment rate (2.8%) and ages forty (40) through forty-four (44) had the highest (33.3%).
• In Outpatient facilities, ages forty-five (45) and older had the lowest recommitment rate (9.3%) after two (2) years and ages under eighteen (18) had the highest recommitment rate (21.7%) for Outpatient facilities.
