Executive Summary

This report covers the time period from July 1, 2003 - June 30, 2004. Data is reported in sections by program type. Each major section includes an Executive Summary and sub-sections on Providers (as of 6/30/2004), Workload, Outcomes, and Recommitment Rates (where appropriate).

There is a companion report, titled Substance Abuse Programs - Community Programs that uses the same format to detail substance abuse programs for offenders on community supervision.

Salient points concerning the demographic break down by gender, race, and age for new enrollees in FY 2003-04 are as follows:

• The highest rate of female participation, excluding those programs that only serve females (TIER 1 and Program Center ), was in IALUM (16.5%).
• The highest rate of male participants was in MODALITY 2 (94.1%).
• FAITH-BASED TRANSITIONAL HOUSING programs were utilized more by males (91.6%) than females (8.4%).
• FAITH-BASED TRANSITIONAL HOUSING programs had the highest rate of black inmate participation (50.1%).
• IALUM programs had the highest rate of white inmate participation (60.0%).
• The highest percentage of new participants for each program by age group (excluding TIER 1) was:
  • MODALITY 1 (age 18-24 [19.2%]);
  • MODALITY 2 (age 35-39 [20.5%]);
  • PROGRAM CENTER (age 35-39 [22.6%]);
  • READINESS (age 35-39 [18.2%]);
  • ALUMNI (age 40-44 [20.8%]); and
  • FAITH-BASED TRANSITIONAL HOUSING (age 45+ [30.6%])

Success rates (excluding administrative exits) for all inmates who entered the program during FY 2000-01 based on exit data within three years after program entry, by applicable program type (from highest to lowest) were:

• MODALITY 3 (96.2% out of 1,850);
• MODALITY 1 (92.8% out of 2,752);
• MODALITY 2 (70.1% out of 2,261).

Older inmates were more successful than younger inmates, with MODALITY 3 participants having a relatively high success rate (all at or above 93.2%) among all age groups. The highest success rates (excluding administrative exits) three (3) years after program entry for FY 2000-01, by program type and age were:

• MODALITY 1 (age 45+, 97.9% [415 out of 424]);
• MODALITY 3 (age 25-29, 97.5% [349 out of 358]);
• MODALITY 2 (age 45+, 80.0% [212 out of 266]).

By program type, two-year recommitment rates for program completers released from prison in FY 2001-02, and who completed a substance abuse treatment program sometime during their incarceration (from lowest to highest) were:

• MODALITY 3 (26.5% of 1,342);
• MODALITY 2 (29.5% of 1,302); and
• MODALITY 1 (31.9% of 1,695).

By program type and age, the lowest two-year recommitment rates for successful program completers released from prison in FY 2001-02, and who completed a substance abuse treatment program sometime during their incarceration, were as follows:

• MODALITY 1 (age 45+, 26.2% [80 out of 305]);
• MODALITY 2 (age 25-29, 23.3% [38 out of 163]); and
• MODALITY 3 (age 25-29, 21.4% [51 out of 238]).
