Executive Summary: Intensive Outpatient Services (Modality 1)
Intensive Outpatient (Modality 1) services have a variable length of stay based on the individual's progress. The typical length of stay is four (4) months and may be extended up to six (6) months. A minimum of twelve (12) counselor-supervised hours of program activities occurs per week per inmate, a minimum of four (4) days per week.

- During the ten-year period covered by this report, 26,381 different inmates participated in MODALITY 1 programming.
- On June 30, 2004, there were 1,019 inmates enrolled in Modality 1 programming.
- The significant decrease in the number of different inmates that enrolled in Modality 1 programming during FY 2002-03, reflects the full impact of reduced funding for institutional substance abuse programs that began during FY 2001-02.

- During the 8-year period covered in this table, there were more than four times as many successful exits as unsuccessful exits (57.1% vs. 13.3%).

In summarizing the recommitment data, in general, the recommitment rate for program completers has been better than that for program non-completers. For FY 1999-00 releases, the recommitment rate for program completers was substantially better than program non-completers, with recommitment rates of 47.2% and 53.2%, respectively.
