Executive Summary: Residential TC Services (Modality 2)

Residential Therapeutic Community (TC) (MODALITY 2) is a nine (9) to twelve (12) month residential therapeutic community program divided into four phases. Inmates are housed together, separate from other inmates. Inmates spend at least 20 hours per week in programming in a positive environment wherein participants have similar problems of chemical abuse and criminal thinking. They live and work together to change their lives residing in the therapeutic community.  Clinical staff are available to provide and supervise activities a minimum of six (6) days per week, for a minimum of sixty (60) structured program hours per week.

  • During the ten-year period of this report, 18,530 different inmates have been enrolled in MODALITY 2 programming.
  • On June 30, 2010, there were only 332 inmates enrolled in Modality 2 programming.
  • The significant decrease in the number of different inmates that enrolled in Modality 2 programming during FY 2002-03, from previous years reflects the full impact of reduced funding for institutional substance abuse programs that began during FY 2001-02.

  • In FY 2009-10, 822 different inmates participated in MODALITY 2 programming.
  • In FY 2009-10, Reality House had the greatest number (193) of different inmates enrolled in MODALITY 2 programming.

  • Based on a 3-year follow-up after initial program entry, for the 9-year period covered by this report, the 21,753 program exits included 10,207 (46.9%) that were successful; 6,435 (29.6%) that were unsuccessful; and 5,111 (23.5%) that were administrative.  
  • The TOTAL SUCCESS RATE for the 9-year period covered by this report is 61.3%.
  • The TOTAL SUCCESS RATE trend has shown an “up and down” tendency with a high in FY 2006-07 of 78.1% and a low in FY 1998-99 of 41.8%.
  • Most of the exits for the 9-year period covered by this report (46.9%) were successful.

  • For FY 2007-08, the SUCCESS RATE was 80.3%.

  • The overall SUCCESS RATE across facilities for FY 2009-10 was 80.0%.
  • For FY 2009-10, most of the outcome events were successful (68.9%).
  • For FY 2009-10, the MODALITY 2 program at Reality House had the highest success rate at 90.7%.

  • For a 2-year follow-up on MODALITY 2 participants released during FY 2007-08 program completers were less likely to be recommitted to prison or community supervision than program non-completers (27.3% vs. 39.8%).
