• During the nine-year period of this report, 37,974 inmates had enrolled in MODALITY 2.
• Program enrollment has steadily increased for all types of enrollments (new enrollments, new inmates, different inmates, and the June 30th enrollment). The respective enrollments for FY 1991-92 were 1,520 (new enrollment events), 1,499 (new inmates), 2,029 (different inmates), and 720 (6/30 enrollment), compared to FY 1999-00 which had respective enrollments by type of 3,988; 3,443; 4,690; and 1,471.
• The nine-year average for each respective type of enrollments was 3,392; 3,138; 4,219; and 1,280.

• In FY 1999-00 4,754 inmates participated with 3,986 new enrollments events, and 1,471 inmates were enrolled in MODALITY 2 on 6/30/2000.
• For FY 1999-00, the largest number of unique inmates enrolled for MODALITY 2 across all types of enrollments was at Gainesville CI, with each respective type of enrollment being 714, 662, 931, and 268.
• The second largest MODALITY 2 program was at Lowell CI-Men's Unit with enrollments by type of 360, 335, 493, and 155 respectively.
• The smallest MODALITY 2 program (among facilities with a minimum of 20 enrollments for all types) in FY 1999-00 was Dade CI with enrollments of 86; 81; 81; and 45 for each respective type.

• Based on a 3-year follow-up after initial program entry, for the six-year period reported the 16,879 program exits included 7,187 (42.6%) which were successful, 4,290 (25.4%) unsuccessful, and 5,402 (32.0%) administrative.
• The MODALITY 2 SUCCESS RATE for the last fiscal year reported (FY 1996-97) was at 54.5%.
• The overall SUCCESS RATE trend has shown an "up and down" tendency with a high in FY 1994-95 (71.1%) and a low in FY 1996-97 (54.5%).
• The average SUCCESS RATE over the six years reported was 62.6%.

• The overall SUCCESS RATE across facilities for FY 1999-00 was 41.1%.
• About one-third (32.7%) of the outcome events in this fiscal year were administrative.
• In FY 1999-00, for MODALITY 2 programs (that had a minimum of 25 total exits), the facility with the highest SUCCESS RATE (based on enrollment events) was Reality House at 98.3%.
• Conversely, using the same criteria, the facility that had the lowest SUCCESS RATE was Walton CI at 0.0%.

RECOMMITMENT RATES

TABLE 3E: FY 1997-98 (2-YEAR FOLLOW-UP) MODALITY 2 RECOMMITMENT DATA, BY LEVEL OF PARTICIPATION

• For a 2-year follow-up on participants released in FY 1997-98, the percent of program completers that have been recommitted is 33.9%, while it's 38.0% for program non-completers, and 36.1% for all program exits.
• For the total recommitments, across all exit types (for all exits, completers, and non-completers) the largest number returned in the "Admission to Prison, New Offense" category (497).
• A large majority (809 out of 1,056) of the recommitments returned to prison, as opposed to community supervision (247 out of 1,056).
• Also, a large majority of the recommitments were for new offenses (722), compared to 334 for technical violations.

• For a 3-year follow-up on participants released in FY 1996-97, the percent of program completers that have been recommitted is 44.8%, while 46.7% for program non-completers, and 45.8% for all program exits.
• As expected, just like in the 2-year follow-up group discussed above, the majority of recommitments types were for "Admission/Return to Prison" and for a "New Offense".

• For a 4-year follow-up on participants released in FY 1995-96, the percent of program completers that have been recommitted is 52.6%, while 55.3% for program non-completers, and 53.9% for all program exits.
• Again, the majority of recommitments types for this group were for "Admission/Return to Prison" and for a "New Offense".

• For a 5-year follow-up on participants released in FY 1994-95, the percent of program completers that have been recommitted is 58.1%, while 68.1% for program non-completers, and 63.6% for all program exits.
• For this group, the trend continues with the majority of recommitments being for "Admission/Return to Prison" and for a "New Offense".

• For a 6-year follow-up on participants released in FY 1993-94, the percent of program completers that have been recommitted is 62.1%, while 71.4% for program non-completers, and 68.4% for all program exits.
• The table for this group also indicates that the majority of recommitments types for this group were for "Admission/Return to Prison" and for "New Offense".
• Note that the number of inmates that can be followed for the five-year and six-year periods is limited since the programs were not as large in their early years.

In summarizing the recommitment data, the recommitment rate for program completers has been in general, substantially better than that for program non-completers, with differences ranging from 1.9% in FY 1996-97 to 10.0% in FY 1994-95.
