Executive Summary: Community Programs Report

This report covers the time period from July 1, 2002 through June 30, 2003. Data are reported in sections by program type. Each section includes an executive summary and sub-sections on providers as of 06/30/03 workload, program outcomes and recommitment. Although the historical data covered in this time period has been previously reported, this report is intended to supercede The Community Corrections' Residential Offender Programs Report. Improvements in data collection, methodology and reporting format have allowed for the more accurate and complete portrayal of the data.

There is a companion report, titled Substance Abuse Annual Report Inmate Programs that uses the same format to detail substance abuse programs in state prisons.

Salient points concerning the demographic breakdown of program participants by gender, race and age for new enrollees in FY 2002-03 are as follows:

• Female offenders received the majority of their program services in the Nonsecure (27.2%) and Outpatient (21.1%) programs.
• Black offenders received the majority of their program services in the PRC (44.4%) and Outpatient (33.7%) programs.
• The 18-24 age group comprised the largest percentage of participants in all program types: Nonsecure (23.4%), Secure (34.6%), Probation and Restitution Centers (47.7%) and Outpatient (32.7%).

Success rates (excluding administrative exits) three years after initial program entry for Fiscal Year 1999-00:

• Are lowest for Secure drug treatment (41.3%).
• More than half of all offenders in Nonsecure (61.9%) and Outpatient (61.0%) are successful.

Success rates (excluding administrative exits) by age (at program exit) three years after initial program entry for Fiscal Year 1999-00:

• Older offenders were more successful than younger offenders for all program types. Those aged 45 and older were the most successful of all releases from Nonsecure (74.0%) and Outpatient (69.3%). Those in the 40-44 age group were the most successful of all releases from the Secure (66.7%) and PRC (60.8%) programs.

Two-year recommitment rates for successful program completers in fiscal year 2000-01:

• Are highest for PRC's (33.1%).
• Are lowest for Outpatient (13.4%).

Two-year recommitment rates for successful program completers in fiscal year 2000-01, by age group:

• Those in the 45 and older age group were the most successful of all releases from Secure (12.1%), Outpatient (10.1%) and the PRC (17.7%) programs.
• Those in the 18-24 age group were the most successful of all releases from Nonsecure programs (28.4%).
