Executive Summary

Community Programs Report

This report covers the time period from July 1, 2003 through June 30, 2004 . Data are reported in sections by program type. Each section includes an executive summary and sub-sections on workload, program outcomes and recommitment by program type as of June 30, 2004 . Although the historical data covered in this time period has been previously reported, this report is intended to supercede The Community Corrections' Residential Offender Programs Report. Improvements in data collection, methodology and reporting format have allowed for the more accurate and complete portrayal of the data.

There is a companion report, titled Substance Abuse Annual Report Inmate Programs that uses the same format to detail substance abuse programs in state prisons.

Salient points concerning the demographic breakdown of program participants by gender, race and age for new enrollees in FY 2003-04 are as follows:

• Female offenders received the majority of their program services in the Nonsecure (26.2%) and Outpatient (21.8%) programs.
• Black offenders received the majority of their program services in the PRC (43.5%) and Secure (33.4%) programs.
• The 18-24 age group comprised the largest percentage of participants in all program types: Nonsecure (24.4%), Secure (30.4%), Probation and Restitution Centers (47.0%) and Outpatient (32.2%).

Success rates (excluding administrative exits) three years after initial program entry for Fiscal Year 2000-01:

• Are lowest for Secure drug treatment (42.7%).
• More than half of all offenders in Nonsecure (60.0%) and Outpatient (64.2%) are successful.

Success rates (excluding administrative exits) by age (at program exit) three years after initial program entry for Fiscal Year 2000-01:

• Older offenders were more successful than younger offenders for all program types. Those aged 45 and older were the most successful of all releases from Nonsecure (76.9%), Secure (82.1%) and Outpatient (72.6%). Those in the 35-39 age group were the most successful of all releases from the PRC (57.1%) programs.

Two-year recommitment rates for successful program completers in fiscal year 2001-02:

• Are highest for PRC's (41.8%).
• Are lowest for Outpatient (14.4%).

Two-year recommitment rates for successful program completers in fiscal year 2001-02, by age group:

• In Nonsecure facilities, the age group that was most successful and had the lowest recommitment rate (29.7%) after two years was ages 40-44, and the most unsuccessful age group in Nonsecure facilities was ages 30-34, with a 40.1% recommitment rate.
• In Secure facilities, ages 35-39 had the lowest recommitment rate (13.3%) and ages 18-24 had the highest (25.8%).
• PRCs had a recommitment rate of 41.5% for its only age group with more than 20 participants: 18-24.
• In Outpatient facilities, ages 45 and older had the lowest recommitment rate (10.9%) after two years and ages 30-34 had the highest recommitment rate (15.6%) for Outpatient facilities.
