
The Contracts unit primarily provides legal advice to department staff concerning procurement and contract related issues and reviews all contracts and procurement documents, such as invitations to bid, invitations to negotiate and requests for proposals, for legal sufficiency. The types of contracts reviewed by the unit include, among others, construction contracts, leases, and interlocal and interagency agreements as well as contracts relating to health care services, vocational and educational training, food services, inmate telephone services, inmate work squads and community corrections. The unit also represents the department’s interest before administrative and judicial tribunals regarding all bid protests filed under section 120.57(3), Florida Statutes, and in any bankruptcy, eviction and foreclosure actions.
